The Fifth Periodical Review of Westminster constituencies was started in 2002, and reported in 2004, with its recommendations being implemented at the General Election in 2005. It was the first review after the passage of the Scotland Act 1998 which required a reduction in the number of Scottish constituencies - there were 72 Scottish constituencies at the start of the Review, and the Review recommended 59 constituencies.
When the Review started, it was expected that its recommendations would also apply to Scottish Parliament constituencies. However, after the passage of the Scottish Parliament (Constituencies) Act 2004, Scottish Parliament constituencies were unaffected by this Review.
