Public Hearings

As part of the public consultation on our Initial Proposals for constituencies, we held Public Hearings around Scotland during November 2011 to allow people to ask questions and express views about the Initial Proposals. There were 5 Public Hearings, which was the maximum allowed. Each Hearing had a geographic focus covering a number of council areas: the majority of comments made at a Hearing related to the area of geographic focus, but it was also important that someone attending any Hearing was able to comment on our Initial Proposals for any part of Scotland.

A total of around 100 people attended the Hearings, and there were a total of 64 speakers. We will publish transcripts of the Hearings at the same time that we publish all of the comments which we receive during the consultation process.

Each Hearing began at 10am, and continued until everyone wishing to speak had done so - each Hearing concluded in the late morning or early afternoon. At each Hearing, we made a short statement explaining our Proposals and the review process: those statements are available to download from this page. Each Hearing could have continued into a second day if it was not possible to accommodate all those wishing to speak during the first day.

People were welcome to attend a Hearing, whether wishing to speak or not. They did not need to attend for the whole day, but were free to arrive or leave when they wished. People did not have to let us know in advance if they wanted to speak at a Hearing, but it assisted the planning of the Hearing if we knew who was intending to speak. Those intending to speak could contact us in advance to arrange a specific time during the Hearing to do so. Those unable to attend at 10am on the first day but wishing to speak were asked to let us know in advance, or to make this known to us at the start of the Hearing, so that we could ensure that they were able to speak.
