The work of the Commission PDF
The Boundary Commission for Scotland was established in its current form by the Parliamentary Constituencies Act 1986. That Act governs the membership and working of the Commission. That Act also defines the rules that the Commission uses when determining Scottish constituencies for the Westminster Parliament. Since being passed, the Act has been amended by various pieces of legislation. The text of the Parliamentary Constituencies Act 1986 incorporating those amendments can be downloaded as a PDF file from here. Parliamentary_Constituencies_Act_1986_as_amended_Nov_2007.pdf
When determining boundaries of constituencies for the Scottish Parliament, different legislation applies, namely Schedule 1 of the Scotland Act 1998, as amended by the Scottish Parliament (Constituencies) Act 2004. Schedule 1 of the Scotland Act 1998 as amended is available as PDF file from here. Scotland_Act_1998_Schedule_1_as_amended_Nov_2007.pdf
Since the passage of the European Parliamentary Elections Act 2002, Scotland forms a single electoral region for the European Parliament, and therefore the Boundary Commission for Scotland has no role relating to elections to the European Parliament.

The current constituencies for the Scottish Parliament resulted from the Commission's Fourth Periodical Report which was published in December 1994. The recommendations of the report were enacted by the Parliamentary Constituencies (Scotland) Order 1995 (SI 1995/1037).
The current regions for the Scottish Parliament resulted from the Commission's Second Supplementary Report of the European Parliamentary Constituencies which was published in June 1996. The recommendations of the report were enacted by the European Parliamentary Constituencies (Scotland) Order 1996 (SI 1996/1926).

Regulations
The Regulations governing the use of the electoral register by the Commission are the Representation of the People (Scotland) Regulations 2001 as amended, the relevant parts of which can be downloaded as a PDF file from here. Representation_People_Regs_2001.pdf
